NSW Fair Trading Commissioner Rod Stowe is warning people not to engage the Sydney-based trader Allan James Piggott for any home building or maintenance work, following his prosecution on 1 February 2013.
Mr Stowe said Mr Piggott was a known offender who between 1 May 2010 and 8 September 2011 was fined a total of $12,500 for Home Building Act 1989 offences. To date, Mr Piggott has not made any payment against any of these penalty notices.
On 1 February Mr Piggott was found guilty in Parramatta Local Court of five breaches of the Australian Consumer Law (NSW) and 12 breaches of the Home Building Act.
He was ordered to pay $34,250 in fines and costs as well as $30,050 compensation to five consumers. In total Mr Piggott now owes $76,800 in fines, costs and compensation payments.
“Mr Piggott is not, and never has been, a licensed contractor, yet he continues to enter into contracts with people, takes excessive deposits, provides defective work and fails to complete home building work,” Mr. Stowe said.
“Not one of his customers has received a refund from Mr Piggott and some have been left seriously out of pocket.”
Mr Piggott is based in Sydney’s western suburbs but has been known to trade in Allawah, Auburn, Beaumont Hills, Blacktown, Guildford, Kellyville, Kings Langley, Moorebank, Plumpton, Quakers Hill and St Marys.
The type of work he mainly contracts for includes fences, retaining walls, pergolas, awnings, paving, general concreting and landscaping services.
Mr Stowe said Fair Trading had received a growing number of complaints and enquiries from consumers in relation to Mr Piggott and his associated business names since 2010.

The Commissioner said the work undertaken by Mr Piggott was frequently defective.
“Fair Trading is concerned he may continue to use various names to enter contracts and take payments from unwitting consumers, while continuing to remain unlicensed and failing to complete any of the work,” Mr. Stowe said.
